Water Service 

To begin or terminate water service, call Bartlett Village Hall at 630-837-0800. One monthly bill is sent for both water and sewer service. If payment is not made by the due date, a penalty equal to 10% of the bill will be added.

A 10% discount is available to senior citizens at 65 years of age or older; information for the senior discount is available from the water department. 

Water bills may be paid:

~ at the Main Office during regular business hours (Monday - Friday, 8:30 a.m. to 4:30 p.m. and Saturday, 9 a.m. to noon) or, if paying by check, through the outside, drive-up depository box (light grey) located just northeast of the front door of Village Hall.

To add a tenant’s name to the account for water and sewer service, the Tenant Application for Residential Water & Sewer Service form must be completed and submitted to the Water Department.  The information will also be used to contact the owner when the tenant requests a final bill.

Water & Sewer Rates

Bartlett’s water and sewer rates are reviewed and adjusted each year during the budget process. The village has come to a point in the life of its water and sewer systems that requires significant expenditures on capital projects, and revenue collected through monthly water bills is the primary source of funds for these projects.

Continuing programs and projects, such as the water main replacement program and modernization of Bartlett's aging wastewater treatment facility on Bittersweet, are necessary to build, maintain and improve the infrastructure that protects one of our most valuable resources: water.

CIP Budget (Interactive Capital Improvements Program Budget)

The following water rates and sewer rates began with the May 2023 bills. No increase was proposed for the 2024/2025 fiscal year. 

 

Water Rate: Rate is $12.60 per 1,000 gallons
(Bartlett has a minimum bill amount that is equal to usage of 2,500 gallons per month. The minimum bill helps to cover ongoing costs.)

Water Rate Operating/Capital Costs Split: For fiscal year 2024/2025 operating costs would account for 49% of the water rate or $6.21 per 1,000 gallons ($5.60 of that is for purchasing water). Capital improvements and debt service for previous projects account for the remaining 51% of the total water rate. 

County Sewer Rates Explained: The sewer portion of your monthly bill depends on which county your household is in because wastewater is treated differently in each county. 

In Cook County, wastewater is treated through the Metropolitan Water Reclamation District (MWRD). Residents who live in Cook receive a lower monthly sewer charge from the Village of Bartlett because they partially pay for wastewater treatment services with a separate line item from the MWRD on their annual property tax bill.  

In DuPage County, wastewater is treated locally at the public works facility. DuPage residents' only charge for wastewater services is on their monthly water bill. 

When possible, sewer rates are structured so infrastructure improvements that impact DuPage are funded largely by DuPage County residents and projects that impact Cook County are funded largely by Cook residents. Kane County residents are also billed a proportionate amount for sewer service. 

Sewer Rates:  No increase to sewer rates is proposed for the 2024/2025 fiscal year
                          Cook County - $17.20 plus $1.43 per 1,000 gallons
                          DuPage County - $22.66 plus $4.05 per 1,000 gallons
                          Kane County - $12.83 plus $1.06 per 1,000 gallons
                          Kane County-Fox River Water Reclamation District residential charge - $4.41 per 1,000 gallons

Sewer Rate Operating/Capital Costs Split: The proposed budget would allocate 30% of Cook County sewer rate revenue to fund debt service for the Devon Avenue project and 70% for operating costs. For DuPage County 58% of the sewer rate revenue would be allocated for operating costs and 42% for IEPA loan payments.     

The two charts below show the amount of a bill for a household that uses 6,000 gallons of water per month and also on a household billed for the minimum usage of 2,500 gallons per month.
