The entire Bartlett Municipal and Zoning Code is available online. Below are a few ordinances the village feels are particularly important.

Parking

Parking is prohibited on any village street between the hours of 2 a.m. and 6 a.m. If you have guests with vehicles that must remain on the street past 2 a.m., call 837-0846 or visit www.frontlinepss.com/bartlett to request overnight street parking.

Parking is also prohibited on village streets within twelve (12) hours after a snowfall of two inches (2") or more has occurred.

Plowing schedules are:

1. main streets,
2. secondary streets,
3. cul-de-sacs and dead end streets

Animal Control

It is against the village code for any person to keep more than three (3) adult domesticated pets.

All dog owners are required, when walking their dogs on public property, to hold the dog securely on a leash. Owners are also required to carry a pooper scooper device for the immediate removal of dog excrement. 

Building Permits

Building permits are required for all construction and home improvement projects, regardless of whether the work is completed by the homeowner or a contractor. All contractors must be licensed by the Village of Bartlett. Construction projects include, but are not limited to: additions, exterior repairs, demolition, fences, swimming pools, driveways, sidewalks, patios, decks, sheds, central air conditioning, dog runs, dish antennas, gazebos, garages, and electrical revisions. Building permit applications and building permits may be obtained from the building division, Monday through Friday, 8:30 a.m. to 4:30 p.m. A permit fee is charged to cover the cost of inspections. Project specification information sheets may also be obtained at the main office on Saturdays from 9 a.m. until noon.

Open Burning

It is unlawful to burn leaves, refuse, garbage or other similar materials in the village.

Lawn Sprinkling

Residents with odd number street addresses are permitted to sprinkle only on odd numbered days of the month. Residents with even numbered street addresses are permitted to sprinkle only on even numbered days of the month. Additional outside water usage restrictions and sprinkling bans may be instituted by the public works director at any time. Residents will be notified of additional bans through area newspapers, the police department and/or the village website.

Mobile Homes, Travel, Camping, or Boat Trailers, Recreational Vehicles, Boats, Etc. shall be parked or stored at any detached single family home or duplex only:

1. On a concrete or asphalt driveway located in the front or corner side yard between May 1 and October 31.
2. In the rear or interior side yard behind the front building line of the house, five feet (5') from the side lot line.
3. Snowmobiles are permitted on the concrete or asphalt driveway between November 15 and April 15.
4. Not more than one (1) recreational unit shall be permitted on a driveway in the front or corner side yard.

The parking or storing of these vehicles is prohibited at townhomes, condominiums, and apartments unless they are in a closed garage.

Mailboxes

Residents are not allowed to build or maintain any building or structure which will be placed upon any public street, except mailboxes. Mailboxes and supporting structures may be installed in the public right-of-way without a permit from the Village, provided it is erected and located in accordance with the requirements of the United States Postal Service. In general, the requirements state that no part of brick or masonry mailbox shall be closer than eight inches (8") from the back of the curb, or the edge of the pavement if there is no curb. The supporting post for other than brick or masonry mailbox structures, however, shall not be closer than eighteen inches (18") from the back of the curb or the edge of the pavement. Secondly, mailboxes constructed of brick or masonry material shall not exceed the dimensions of two fee (2') in width, two feet in depth, and five feet in height. Finally, the resident is responsible for the cost of installing and maintaining the mailbox.

Garage Sales

Sales are permitted between the hours of 9:00 a.m. to 5:00 p.m. Each resident is allowed to display not more than two (2) temporary signs. In general, signs should not exceed four square feet. No more than one sign per lot frontage is allowed, either on the premises of the sale, or on other private property with the permission of the property owner. Garage sale signs are PROHIBITED on any utility posts, sign posts, or within the public right of way.

Solicitors

Solicitors may not approach a residence displaying a "NO SOLICITORS" decal. These decals are available at the main office. Residents are encouraged to report violations to the police department by calling 9-1-1.

Parental Responsibility & Youth Ordinances

Vandalism - The parent or legal guardian of a minor (less than 18 years of age) shall be liable for any fine, condition, restitution, or reparation imposed by a court upon a minor.

Alcoholic Beverages - Parents and other adults over the age of 21 are held responsible for the possession of alcoholic beverages by minors. It is unlawful for parents and other adults to allow the possession or consumption of alcoholic beverages by minors on premises owned or occupied by the parents or adults.

Tobacco Products - Effective July 1, 2019, you must be at least 21 years old to buy tobacco in Illinois, including cigarettes, chewing tobacco, e-cigarettes and vapes. Governor JB Pritzker signed the initiative, known as Tobacco 21 on April 7, 2019.

In addition to prohibiting the sale and sample distribution of tobacco products, e-cigarettes, and alternative nicotine products to individuals under age 21, the law:
* Requires tobacco and e-cigarette retailers to update all posted signage required by Illinois law with the minimum sales age of 21 for tobacco products, tobacco accessories and related products.
* Requires tobacco and e-cigarette retailers to update age verification training programs for employees.
* Specifies age verification requirements for retailers, requiring a person who appears to be under the age of 30 to show government-issued photo identification.

Spray Paint - This ordinance prohibits the possession of spray paint by persons under the age of 18 on someone else's property, public building, public facility, school or parkway property, public street, right-of-way, or railroad right-of-way. It also prohibits the sale of spray paint to a person under the age of 18. Photographic identification is required from the individual prior to the purchase of spray paint.

People under the age of 18 using spray paint while under the immediate supervision of a parent, guardian, or other responsible person (who is at least 21 years of age) and those using spray paint in the course of employment are exempt.

Curfew - People under the age of 17 must be accompanied by a parent or guardian on public property or in any place of business or amusement in Bartlett after 11 p.m. on Friday and Saturday and 10 p.m. on all other days of the week.

Weeds

The village code states that residents' grass or weeds not exceed a maximum height of 8 inches (8"). It is the responsibility of the resident to keep their yard free of dirt, debris, garbage and similar materials.

Garbage

Garbage containers in a residential district shall be located in the rear or side yard. Garbage containers cannot be set out earlier than 6:00 p.m. on the night before collection and must be removed by 9:00 a.m. on the day following collection service.

Bartlett Cemetery Regulations

In order to maintain the proper decorum at the municipally owned Bartlett Cemetery, the board has adopted rules and regulations for adorning individual gravesites.

Flowers & Seasonal Decorations

Fresh cut flowers are allowed on cemetery lots at any time of year, although the village reserves the right to remove floral arrangements when they become wilted or unsightly. Lot owners are allowed to plant annual or perennial flowers in an area not to exceed 12 inches in front of the memorial, monument or marker.

Artificial flowers, artificial wreaths and cemetery blankets are permitted on lots from November 15 to March 15. The village may remove any artificial seasonal decoration left on a gravesite after March 15.

Memorials & Prohibited Articles

A memorial is defined as a monument, marker, headstone or tombstone. Memorials must be made of granite, concrete, marble or statuary bronze and approval for installation is required.

However, chairs, tables, settees, fences, paver bricks, stepping stones, glass objects, shepherds’ hooks, as well as objects that pose a safety hazard to visitors or workers are prohibited.

In addition, woody perennials, such as trees, shrubs, bushes, evergreens and yews are prohibited and may be removed by the village.
