Long time Bartlett residents know that Elgin, the village's neighbor to the west, has a large mental health facility, but not many know its origin. How did it begin? Who does it serve? Bill Briska, Elgin historian, will tell all in his talk entitled "History of the Elgin Mental Health Center" on Sunday, 11/6 at 2 p.m. at the Bartlett Public Library.
